ରାଜ୍ୟ ସରକାର ସିଆର୍ପିସିର ଧାରା ୧୯୭ (୨) ଅନୁସାରେ ଏହି ଅନୁମତି ଦେବା ପାଇଁ ଯୋଜନା କରାଯାଉଥିବା ଜଣାପଡ଼ିଛି। ବର୍ତ୍ତମାନ ସମୟରେ ଯେଉଁ ବନ କର୍ମଚାରୀ ମାନେ ବନ୍ଧୁକ ଧରୁଛନ୍ତି, ସେମାନେ ବନ୍ଧୁକ ଚାଳନାର କ୍ଷମତା ପାଇ ନାହାନ୍ତି। ଚାକିରୀ ହରାଇବା ଓ ତଦନ୍ତ ଭୟରେ ବନ କର୍ମଚାରୀମାନେ ବନ୍ଧୁକ ଚାଳନାରୁ କ୍ଷାନ୍ତ ରହିଥାନ୍ତି। ମାତ୍ର ଆଗକୁ ଏହି କ୍ଷେତ୍ରରେ ବନ କର୍ମଚାରୀଙ୍କ ସୁରକ୍ଷା ଓ ବନ୍ୟଜନ୍ତୁଙ୍କ ସୁରକ୍ଷାକୁ ପ୍ରାଥମିକତା ଦେଇ ଆବଶ୍ୟକସ୍ଥଳେ ଶିକାରୀଙ୍କ ଉପରକୁ ଗୁଳି ଚଳାଇବାକୁ ଅନୁମତି ଦିଆଯିବା ନେଇ ବିଚାର କରାଯାଉଥିବା ବିଶେଷ ସୂତ୍ରରୁ ଜଣାପଡ଼ିଛି।
ବନକର୍ମଚାରୀଙ୍କ ନିକଟରେ ବର୍ତ୍ତମାନ କାଁ ଭାଁ ବନ୍ଧୁକ ରହିଥିବା ବେଳେ ଶିକାରୀ ମାନେ ଏ କ୍ଷେତ୍ରରେ ବହୁ ଆଗରେ ରହୁଛନ୍ତି । ଯାହାଦ୍ୱାରା ରାଜ୍ୟରେ ଶିକାର ବଢ଼ିବା ସହିତ ଶିକାରୀଙ୍କ ଗୁଳିରେ ବନ କର୍ମଚାରୀଙ୍କ ଜୀବନ ମଧ୍ୟ ଯାଇଛି । ଏଥିରେ ରୋକ୍ ଲଗାଇବା ପାଇଁ ରାଜ୍ୟ ସରକାର ଏହି ପଦକ୍ଷେପ ନେଇପାରନ୍ତି ବୋଲି ଜଣାପଡ଼ିଛି। ଅନ୍ୟପଟେ ଶିମିଳିପାଳ ଘଟଣାରେ ବନ ମହାନିର୍ଦ୍ଦେଶକଙ୍କ ନେତୃତ୍ବରେ ଆସିଥିବା କେନ୍ଦ୍ରୀୟ ଟିମ୍ ମଧ୍ୟ ଏହି ସୁପାରିସ କରିଥିବା ଜଣାପଡ଼ିଛି।
ବର୍ତ୍ତମାନ ଆସାମରେ ୨୦୧୦ ଓ ମହାରାଷ୍ଟ୍ର ଭଳି ରାଜ୍ୟରେ ୨୦୧୨ରୁ ବନ କର୍ମଚାରୀଙ୍କୁ ଏହି ଅଧିକାର ଦିଆଯାଇଛି।ଏହି ଆଇନ୍ ଲାଗୁ ହେବା ପରେ ଯଦି କୌଣସି ସ୍ଥାନରେ ବନ କର୍ମଚାରୀମାନେ ବନ୍ୟଜନ୍ତୁ କିମ୍ବା ନିଜ ସୁରକ୍ଷା ପାଇଁ ସନ୍ଦିଗ୍ଧଙ୍କ ଉପରେ ଗୁଳି ଚାଳନା କରନ୍ତି, ତେବେ ସେମାନଙ୍କୁ ସୁରକ୍ଷା ମିଳିବ। ଯେପର୍ଯ୍ୟନ୍ତ ବିଚାର ବିଭାଗୀୟ ତଦନ୍ତରେ ଗୁଳିକାଣ୍ଡକୁ ବେଆଇନ୍ ଦର୍ଶାଯାଇ ନ ଥିବ ବ ସେ ପର୍ଯ୍ୟନ୍ତ ଗୁଳିଚାଳନା କରିଥିବା ବନ କର୍ମଚାରୀଙ୍କ ଉପରେ କୌଣସି କାର୍ଯ୍ୟାନୁଷ୍ଠାନ ନିଆଯାଇପାରିବ ନାହିଁ ଏଥିରେ ବ୍ୟବସ୍ଥା ରହିଛି।
